Will the new Director of the United Nations be able to withstand the American-Israeli pressure? Elected against the Qatari candidate, Audrey Azoulay, accesses the Directorate-General of UNESCO (United Nations Educational, Scientific and Cultural Organization) in a particularly difficult context. On Thursday, on the eve of her election, the United States had indeed announced their withdrawal from the organization, immediately followed by Israel. According to well-informed sources, the American decision is mostly akin to blackmailing the director. The United States has put forward both financial and political reasons.

UNESCO and the American- Israeli pressure ?

Washington has a note of arrears of 457 million euros, already accumulated under the Obama administration. Political reasons obviously come from unconditional support to Israel. The recognition by UNESCO of PALESTINE as an observer state had already led to the decision of Obama. Trump now pushes the pro-Israeli logic further. But it is pointed out that the withdrawal of the United States will only be effective at the end of December 2018. Meanwhile, Washington, reduced to the rank of observer, will not increase its debt, and will be able to make a return if the new leadership marks a change of policy in the Israeli-Palestinian file.

The share of the American contribution representing 22% of Unesco’s budget, the weight of blackmail exercised is serious. Will Audrey Azoulay, former Minister of Culture of François Hollande, who has beaten his main competitor, Qatari Hamad Bin Adulaziz Al-Kawari, will resist the US-Israeli pressures? It is in fact a question that confronts all French diplomacy. Frustrated by its dissensions and its economic difficulties, UNESCO, based in Paris, suffered a blow with the announcement Thursday of the departure of the United States and Israel by the end of 2018, accusing it of being become anti-Israeli. “In a moment of crisis, we must more than ever get involved, seek to strengthen the organization, not leave,” said Audrey Azoulay after the vote of the executive council, promising to “restore its credibility and the confidence of the Member States”.
